Why Stablecoin Bridges Just Became a Regulatory Question

The U.S. Treasury’s proposed GENIUS Act regulations go much deeper than stablecoin reserves. Treasury is now defining when a payment stablecoin is legally “issued,” how market makers and intermediaries can participate in distribution, how U.S. access may be controlled, and whether cross-chain models such as burn-and-mint, lock-and-mint and wrapped stablecoins can create new regulatory consequences.

This research connects those questions to Ripple Mint and RLUSD, while pressure-testing the comparison against Circle Mint, USDC, Circle CCTP, Wormhole and Standard Chartered. The evidence points to a larger shift: institutional stablecoin competition is increasingly about the operating layer surrounding the token—issuer obligations, redemption rights, compliance, distribution, cross-chain continuity and transaction provenance. Treasury has not endorsed Ripple, and its treatment of multichain stablecoins remains unresolved.
